Responding to the complaint filed by Association for Protection of Civil Rights (APCR), National Human Rights Commission (NHRC) issued notice to the Senior Superintendent of Police Moradabad, U.P calling for a report within four weeks on the Human Rights Violations in the incidents of Police-Public Clash on June 6, 2011 at Dingarpur of Moradabad District.
July 6 was a black day for the residents of Asalat Nagar Wagha, Dingarpur, Asadpur, Nankar and all the adjacent Villages of Thana Mainather of Moradbad District where the Police opened fire on the protestors demanding suspension and arrest of the police officials who allegedly had desecrated The Holy Quran during a raid at Asalat Nagar Wagha Village.
In the matter Police had arrested 38 persons including juveniles too. Six F.I.R’S registered against 350 persons u/s 147/148/149/436/332/353/427341/342 I.P.C and 3/4 Prevention of Damage to Public Property Act with 7 Of Criminal Law Amendment Act. All detained including juveniles named Jawed Alam (14 Years),Gulam Rasool (14 Years),Mohd Bilal (16 Years) are still in Moradabad Jail till the date. One Juvenile Rehan (14Years) had died in Merrut Medical College on 20th October-2011. Rehan had serious injuries of Police Bullet in his lower stomach and was under treatment since 6 July 2011 .
Association for Protection of Civil Rights (APCR) published a fact finding report and filed a complaint to the National Human Rights Commission. One copy had also been sent to the National Commission of Protection of Child Rights (NCPCR), National Commission of Women(NCW),National Minority Commission(NCM),Uttar Pradesh Human Rights Commission Uttar Pradesh Human Rights Commission(UPHRC) and Chief Minister of Uttar Pradesh Ms Mayawati.
